Director of Equalization
OFFICE HOURS: Monday-Friday 8:00 am-5:00 pm
The Kingsbury County Director of Equalization Office is responsible for annually appraising all real property within the county to ensure fair and equitable property assessments. Residential, commercial, and other non-agricultural properties are valued at their full and true market value, while agricultural land is assessed based on its productivity value as established by South Dakota law. These assessments provide the foundation for the property tax system and help ensure that taxes are distributed fairly among property owners. The office also maintains property records, processes ownership changes, administers property tax relief programs, and serves as a resource for property owners with questions regarding assessments and valuations.

Office Responsibilities
- Administering all state laws pertaining to the ad valorem property tax system
- Assisting with abatements
- Continuing to educate the public on the South Dakota tax system
- Determining tax exempt status for applicable properties
- Determining the taxable value of approximately 8,200 parcels.
- Discovering, listing, and valuing all real property within Kingsbury County
- Linking real properties to their respective owners and placing assessed values and owners' names on the assessment rolls. Types of properties included in the assessment process are residential, commercial, industrial, and agricultural classes of property
- Mailing all assessment notices by March 1 of each year
- Providing equalization between classes of property
- Testifying in court on assessment issues
- Working through the appeal process with review boards
- Owner occupied applications
- Discretionary formulas
- Elderly and disabled assessment freezes
- Renewable energy credits
- TIF districts
- Veteran's property tax relief programs
